Several cities and counties have adopted the ADU (Accessory Dwelling Unit) or Tiny Home codes & statutes to accept Tiny Homes but are in many ways still regulating the installation of the Tiny Homes.
What You Need to Know About Permitting
Once the LEA (Local Enforcement Agency) has adopted the codes/laws and gained State Approval for their ordinances, they will produce the guidelines available to the public usually in print form via the LEA’s website. However, this guideline is not necessarily all inclusive of what the LEA requires.
Most LEA’s still require detailed to-scale drawings of the site plans, foundation plans, infrastructure and utility plans and require the entire process be submitted as one project.

We have found that there is still much misunderstanding and misinterpretation of implementing Tiny Homes as ADU’s (Accessory Dwellings Units) even in those counties and cities that have adopted ADU statutes. We are working diligently every day and we have held several meetings with LEA officials and hundreds of emails and phone calls to help streamline the process and help LEA’s make this process easier for the property owner. Some of the most difficult challenges we face are when permitting a Tiny Home on Wheels (THOW). However we have overcome those challenges as well.
The fact is, this system can be very difficult to transverse through on your own, but we are here for you!
California Specific:
We have done our homework in California and we work directly with the State of and several (LEA’s) to help them work through the California State Government laws that were passed in 2020 & updated in 2021 regarding Tiny Homes/ADU’s and have advised several of them on the correct interpretation of the codes. Even if you are a Do-It-Yourselfer, we want to help you along the process.
So please read the following carefully, and don’t hesitate to contact us if you need help.
Keep in mind, most of these regulations do not apply to all areas. Some RV Parks, Some Mobile Home Parks, and Tiny Home Communities with vacant spaces do allow Tiny Homes without all the restrictions however these can be difficult to find. Contact Us for more information on this

If you choose, we will facilitate your project and avoid the frustration and confusion that you may experience with your local building departments, Homeowners Associations and CC&R restrictions. I can help you with all of this, it's what I've done this type of work for 30 years.
Here's my system, you can use this for yourself or simply hire Dave to go through the process of getting the permits.
Step 1
To determine the viability of your project we begin with what we call a “VIRTUAL SITE SURVEY”
Included in this step:
1) Birds eye view of the property (setbacks, adequate space, access)
2) LEA website research to determine the local codes for Tiny Homes
3) Assessor’s Parcel Map research to determine zoning laws
4) Provide you with a “Yes” or “NO” for the placement of your Tiny Home*
Step 2
To determine the full scope of your project we move on to what we call “BOOTS ON THE GROUND”
Included in this step:
a) LEA (Local Enforcement Agency - County or City) research and determination of all required compliance with the building and zoning codes.
b) Produce a concise & clear interpretation of the LEA’s requirements for the property owner and explanation of the process required to procure all permits for the project.
c) As we progress into the project evaluation, each location (Parcel) will require a site walk to determine dozens of variations of your property to prepare a proper permitting package for your project.
Step 3
To facilitate the most difficult part of the project, we provide what we call the “PERMIT APPLICATION”
Included in this Step:
1) A detailed plan to for the installation of your Tiny Home. When installing your new home onto your existing property*, we ensure that the entire process is facilitated in accordance with state law and city/county codes enforced by the LEA.
Step 4 (optional)
Labor Force Help:
We can help steer you in the right direction when it gets to getting your labor force. For an additional fee we can help you find the right local contractor to do the work required. For the DIY’ers, you can simply google your local guys or go through Lowes or Home Depot contracting services. AnGI (Angie’s List) is another great resource for reviewed and rated local contractors to help you out. Pricing varies
We Highly recommend if you are hiring your own contractor's that you have them communicate with us as needed to get the project done correctly. There are several code compliance issues that not all contractors are aware of and we can help them through those issues as they arise
*Note: Unfortunately, there are some circumstances that may prevent the installation of your Tiny Home on certain properties due to very narrow restrictions that are explained in each city or county’s ordinances. This is a rare occurrence. If we find on the Fly Over Survey that your Tiny Home cannot be placed on the property that you have chosen, Northgate Construction Services will return 50% of the Fly Over Survey fee, site walk fees are non-refundable
